You got to talk to your community. But how do we do that? Radio is a lost art that has a lot of complexities. Most of it can be distilled and simplified into easy solutions to accomodate needs. I'd like to layout a path to the different solutions through articles and classes.
What we are looking for in a radio:

Baofeng UV-5RM
This is the successor to the legendary UV-5R. The UV-5R was the first cheap, Chinese radio that broke into the market. It really introduced the greater community of emergency communication to a solid radio. While it has a lot of complaints and criticisms against it, it is still a do-all, throw-away radio. It is easy to get many, program, and distribute them.
